Head of Property Management - South London

£65,000 - £70,000 - Block Management

A rare opportunity to take on a senior level interim role with a leading housing association.  
 
The purpose of your role will be to take on the responsibility for all Block Management operations for all leasehold and shared ownership homes. You’ll manage the business’ growing home ownership and non-general needs rented stock. You’ll be responsible for setting, reviewing and complying with policies and procedures for the department’s stock, making sure it meets all relevant legal and regulatory requirements. You’ll work towards best practice and high levels of customer satisfaction in all areas of the operation.
 
The purpose of your role also includes:
 
  • Providing strong and clear leadership of the multi-disciplinary teams reporting into the role. Ensuring that the teams are managed, motivated, engaged, supported and driven to develop and provide excellent customer service.
  • Overall operational responsibility for the efficient and effective delivery of the block management service. Making sure that all critical requirements are dealt with in a proper, professional matter and to the best industry standards.
  • Taking lead on the management of contracts for services.
  • Leading on ensuing that leaseholder’s estimated service charge calculations and reconciled service charge accounts are checked and scrutinised to make sure they are as appropriate and accurate as reasonably possible. Drawing out any errors and or omissions and making sure that corrections are made.
  • Lead out and/or work in collaboration on the consultation of block specific s20 works and services making sure that the business’ ability to recover costs is protected together with making sure that leaseholders rights are respected, and views taken on board as far as possible.
  • Lead out the operational drive for excellent new block and estate commissioning and feeding into the strategic initiative to make the first occupation of new developments a satisfying and enjoyable experience for new buyer’s and making the business a class leading landlord.
  • To translate strategic objectives and operational performances measures (including the Key Performance Indicators (KPIs) Service Level Agreements (SLAs) and Service Improvement Plans (SIPs)) into workable team plans; manage and monitor the performance of the team against these measures to ensure excellent services are delivered.
  • To contribute to setting the department’s budget, and to manage, monitor and analyse expenditure making sure that budgets are not overspent.
  • Be responsible for the preparation of monthly, quarterly and annual management information, including performance indicators, and preparing reports for senior staff, all relevant external bodies, Operational Performance Team (OPT), Executive team and Board as required.
  • To identify and take appropriate action to manage risks affecting the organisation including financially and to ensure that the organisation receives and provides value for money in the services we provide.
  • Effectively deal with enquires and complaints and promote high customer service standards. Learning from complaints to alter working practice as needed.
  • To ensure that up-to-date and accessible records are maintained in all areas to include use of computer systems and databases.
  • Inspire, lead and be a role model, consistently demonstrating the business culture and values.
  • Manage, motivate, support, and develop the team, leading by example.
  • Manage your team / department spend within agreed budgets and deliver value for money at all times.
  • Champion resident focus and ensure your team and others put residents at the heart of all they do.
 
Minimum Requirements:
 
  • Ability to understand complicated account information and ensure that this results in accurate and legally complied estimated and reconciled accounts for a large multi-tenure housing association.
  • Member of the IRPM or RICS or extensive leasehold block management experience including managing blocks in mixed tenure environment.
  • Extensive experience of legal aspects of leasehold law and regulations, including sections 20 and 20b and practical experience of preparing and representing cases at Tribunal (FTT and upper Tribunal) and court.
  • Good understanding and working knowledge of the management of properties let on open market terms.
  • Working knowledge of Landlord and Tenant Acts, Statutory Instruments and Regulations.
  • Budget management experience.
  • Experience of staff and performance management.
  • Excellent understanding of building technology, repairs and maintenance.
  • Strong and effective communications skills.
  • Strong project management skills..
  • Strong verbal and numerical reasoning skills including monitoring and evaluating, judgement and decision making. 
 
Salary Range & Benefits:
